This is Richard Manuel singing without a doubt. He wrote it, he sang it. I do know that it took me years of listening to the Band to distinguish between Rick and Richard and if you listen to Moondog Matinee, specifically "A Change is Gonna Come" I always thought it was Richard (as Richard used to do all the soul material) but it is in fact Rick. But in this Case it is 100% Richard Manuel. Gotta love him.
